In the aftermath of 2011 England riots, then Prime Minister David Cameron referred to a ‘small number families as source large problems in society’ (Cameron, 2011). Soon after, Troubled Families Programme was set up by government ‘turn around’ 120,000 troubled families. Despite rhetoric focusing on ‘neighbours from hell’ (ibid.) initial estimate did not include any indicators problematic behaviours, such crime or anti-social behaviour. Instead, measure previously used classify with multiple social and economic disadvantages (Social Exclusion Task Force, 2007a).
